US Military Leaders Affirm Their Commitment to Democracy

On January 6th, 2021, the United States faced a direct threat to its democracy. Encouraged by former President Donald Trump and defended by a significant number of politicians, the January 6th attack on the US capitol was a last-ditch attempt to undermine the 2020 presidential election by preventing an official count of the Electoral College votes. While the violent mob was unable to stop the proceedings, and Joe Biden became president shortly after, the scope and length of the attack were particularly concerning to pro-democracy Americans.
In response, the Joint Chiefs of Staff published an unprecedented letter to the joint forces. The Joint Chiefs is a politically appointed body comprised of the top eight military officials in the country and headed by the Chairman who serves as the principal military advisor to the White House. Given their rank, their commentary has serious implications. The letter stated plainly that the events of January 6th were an assault on American democracy and against the rule of law. It also emphasized how the US military will continue its 250-year legacy of defending the Constitution and reiterated that President-elect Biden will be the next Commander in Chief, in line with the rule of law.
While the ideals listed in the letter – a commitment to the Constitution and upholding the rule of law – are not themselves political, any commentary by military officers on ongoing political matters is nearly unprecedented in American history. The only similar act in recent history is the “revolt” by retired generals against former Defense Secretary Donald Rumsfeld’s management of the Iraq War in 2006. However, as with most instances of political involvement from the armed forces, these were all former officers. The US military has an important standard of maintaining an apolitical approach to domestic politics, which is critical to ensure civilian control over the armed forces. However, in the months leading up to January 6th this reputation was being challenged. While broader trends of politicizing political appointees are not directly linked to the Trump presidency, during Mr. Trump’s time in office, his remarks of “my military” and the planned surprise photo-op with General Mark Milley (the chairman of the Joint Chiefs) after using the National Guard to clear peaceful Black Lives Matter protesters, an incident General Milley apologized for soon after, particularly threatened to damage the reputation of nonpartisanship.
Therefore, in publishing this letter reminding the public of the military’s primary commitment to the Constitution, the Joint Chiefs not only rejected the prospect that they would be a pawn in any plans to overthrow American democracy, they were also working to reestablish a key pillar of American democracy: their own nonpartisan status.

Research highlights that successful social movements do not just mobilize large numbers, but specifically bring in people from the organizations and institutions that maintained the power of the status quo, often referred to as the pillars of support. Effective organizing requires understanding the strengths and weaknesses of these pillars, how to mobilize people in the pillars to withdraw their support from those in power, and what levers people in the pillars can pull to put pressure on existing authority.
One key pillar of support to consider in any movement targeting the government is the civil service: career government employees hired rather than appointed or elected, and often serving in their roles across various political administrations. Who is in the civil service varies across countries – some countries count medical professionals and teachers among their civil service, for example – and the roles and responsibilities of civil servants similarly vary. Yet what is shared across countries is that every government requires workers to carry out the government’s functions. And modern governments with an expansive set of complex responsibilities require a particularly complex, educated, specialized workforce.
In the struggle to protect and expand democracy, civil servants have two key characteristics that make them particularly powerful. First, and most obviously, they are the actual implementers of government policy. Any authoritarian policies or practices will require the cooperation of a critical mass of the civil service. Second, civil servants in the United States take a sworn oath to protect and defend the constitution, committing the heart of their work to protecting our democratic political system over and above the agendas of any particular political leader. The civil service is both critically important to the day-to-day functioning of our political system and uniquely committed to its integrity.
The Civil Service in a United States Context
The current US civil service system was established in the late 1800s to replace and rectify a structure in which personal and political loyalty determined professional placement in the federal government. Since then, the US civil service has functioned as a bulwark of effective, democratic government. At the core of this is the principle that “a strong merit-based civil service is critical to a functioning democracy. It ensures that our government…continues to serve the American public without interruption, even though our leaders change.” The civil service counterbalances the political whims of the moment, ensuring that the basic functions of government continue no matter who happens to have won the most recent election.
Yet this meritocratic, nonpartisan structure has recently come under fire. In 2020, frustrated at resistance to their policy agenda by civil servants, the Trump administration created a new designation in the federal civil service: “Schedule F,” which would convert tens of thousands of executive branch employees from career civil servants whose responsibilities were to perform the technical aspects of their jobs to political appointees subject to firing at the whim of the president.
The Biden administration almost immediately repealed the creation of Schedule F and has put in place regulations that would help civil servants keep their job protections even were Schedule F to be reinstated. Yet until codified into law such protections remain vulnerable to repeal by future administrations, an action that former President Trump has repeatedly expressed his intention of taking if elected. Attempts to pass laws providing stronger protections such as the Saving the Civil Service Act have yet to gain significant political momentum.
In this moment of political attacks on the civil service, it is crucial to evaluate ways that civil servants in the US and around the globe have wielded their influence to protect democracy and avoided falling prey to the political whims of would-be authoritarians.
Forms of Resistance and Barriers to Effectiveness
In addition to their distinct position of influence, civil servants face unique barriers to mobilization and some of the more influential forms of nonviolent resistance. For most similar professional workers, the labor strike is a potent political tool. Yet since the passage of the Taft-Hartley act in 1947, US civil servants have been legally prohibited from striking. Similar laws exist in other liberal democracies. Recently, the European Court of Human Rights upheld a German law that prohibits civil servants from striking, when it was challenged by several German teachers. In 2024, the International Labour Organization will seek an advisory opinion from the United Nations’ high court on the right to strike, which will have widespread effects on the utility of civil servant actions as a means of opposition.
Civil service unions, then, are understandably cautious to call for strikes and instead rely on a variety of other tactics, such as judicial and legislative interventions to ensure their protection and resolution against unfair treatment that would likely otherwise lead to a strike. For example, in 2013, US workers successfully sued the federal government for breaking minimum-wage and overtime laws by withholding wages for essential workers, with the court ultimately ruling in plaintiffs’ favor. A similar case was also filed on behalf of two federal workers’ unions in 2019.
During attacks on democracy during the Trump Administration, US civil servants took a wide range of other kinds of actions short of legally-prohibited labor strikes, as outlined in this piece: joining public statements, whistleblowing, deliberate inefficiency and “slow-balling” job functions, and ultimately, resigning in protest. Civil servants spoke out against attempts to cripple the Mueller investigation, politicize the Department of Justice, and delays in election certification.
One sector of the civil service that has found significant success as a lever of power to uphold democracy has been federal transportation workers, in particular the Transportation Safety Administration (TSA). During the federal government shutdown from late 2018 into early 2019, TSA workers called in sick as a form of protest and multiple TSA unions filed lawsuits, leading to unprecedented staffing shortages and air travel delays. These combined efforts showed political leaders the costs of keeping the government closed and ultimately generated significant pressure to put an end to the longest government shutdown in US history.
In the fall of 2023, when faced with the threat of another shutdown, TSA workers again rallied at major airports and elevated to national attention the threats to air travel posed by a shutdown, especially coming up against the holiday season. And while it is difficult to show a clear causal relationship when so many factors are at play, it appears likely that the impending risks to federal employees and everyday Americans alike were a factor in the last-minute spending bill that ultimately averted a government shutdown.
International Examples
The Taft-Hartley Act has limited the range of action available to civil servants in the United States. Thus, to gain insights into the potential power of more direct civil servant action we have to turn to the rest of the world. In November 2023, several hundred thousand civil servants in Quebec––teachers, health professionals, and other social service workers––went on strike to demand better pay and working conditions. After several rounds of negotiations between the Quebec government and a coalition of major unions, multiple limited strikes and the threat of a general unlimited strike (which would have public sector workers striking indefinitely), both sides were able to reach tentative agreements, avoiding prolonged strikes and limits to healthcare, education, and other social services. This example illustrates the effectiveness of such coordinated strikes when they are conducted across wide swaths of the civil service.
And famously, the Kapp Putsch, a coup d’état in 1920 Germany that attempted to overthrow the Weimar Republic, failed primarily because of civil servants’ refusal to carry out the orders of Wolfgang Kapp and Walther von Lüttwitz, the illegitimate leaders of the coup government. Senior government officers refused to report for duty, government press offices were unable to publish Kapp’s manifesto because they had “misplaced” essential technology like typists and typewriters, and all the Berlin printers walked out in protest when two pro-government newspapers were occupied by the occupying military. These efforts of the government bureaucracy to refuse to cooperate with the coup government inspired other forms of civil resistance, including a more widespread general strike, bringing the country’s economy to a standstill. Within days, Kapp announced his resignation.
In February 2003, 95% of civil servants in Guinea-Bissau participated in a series of general strikes to protest the withholding of overdue wages by the government, the anti-democratic President Kumba Iala, and the release of several opposition leaders that had been illegally arrested for their criticism of the Bissau-Guinean government. The strike happened in coordination with a protest march of human rights activists and labor leaders through downtown Bissau, as well as a week of widespread sporadic protests throughout the country and a rally held by the Union for Change, the Guinea-Bissau Resistance Party, and the African Party for the Independence of Guinea-Bissau and Cape Verde. In the end, the government and the striking parties reached a satisfactory resolution, but the government’s slow pace to meet their ends of the demands prompted another strike a few weeks later. This time, once again, more than 90% of public servants participated in the general strike to demand the government fulfill their promises.
Ultimately, the final round of strikes were moderately successful: while the campaign did not force the resignation of President Iala nor completely halt unlawful detentions of dissidents, the government did release several detainees and agreed to pay overdue wages and provide necessary additional food and medical assistance to civil servants. More importantly, however, the breadth and coordination of the striking coalition––ranging from human rights groups and media organizations to the Bissau-Guinean Bar Association to government bureaucrats and the officials they served––sent a message of the strength and power behind their efforts to both the government and the larger international community.
In 2007, several public sector unions went on strike in Fiji in protest against budget rebalancing measures––such as pay cuts and changes to the retirement age––made by the military government that had staged a coup and come to power in 2006. Participating unions included over 1,400 nurses, 1,000 teachers, and hundreds of public works employees in coordinated efforts for the interim government to restore wages and call attention to the illegitimacy of the coup’s mandate to govern. And while ultimately, the Fijian military government modestly acquiesced to some of the unions’ demands, in subsequent years after the strike, in 2009, it passed several measures that dramatically restricted the rights of federal workers to organize, bargain collectively, and conduct a strike. Additionally, in 2011, Amnesty International reported the arrests and harassment of several prominent union leaders and staffers by Fijian authorities, in direct violation of the ILO (International Labour Organization) Declaration of Fundamental Principles and Rights at Work.
The above examples span history, geography, and motivations. Public sector unions striking for fair wages and benefits, for example, can seem distinct from civil servants intentionally creating bureaucratic snarls through direct action (or often inaction). And yet all these examples––however disparate they might appear––give us clarity around the breadth of power that civil servants wield when they are organized around a common objective, be it improving their working conditions or protecting democracy. In a constitutional crisis, where more dramatic action might be called for, these kinds of direct tactics would be a powerful, essential part of any pro-democracy movement.
Conclusion
Civil servants, while often forgotten players in the functions (or dysfunctions)of government, nonetheless hold tremendous power. Civil service resistance has been most successful in achieving its objectives when civil servants take seriously the obligations of their oaths of office to uphold governmental institutions––not the whims of an administration or executive––and work from the essential fact that, ultimately, the power of the political leaders they serve is directly derived from their active consent and cooperation.
By virtue of the work they do on a daily basis––regulating roads and transportation systems, processing identification information and licenses, performing essential clerical and administrative work, implementation of a plethora of policies from the mundane to the complex––they can utilize their skills and access to be decisive linchpins in the success or failure of democracy.

We’re all going to need that energy, as we are faced with polls that describe the rising acceptance of political violence, and that “gut-level hatred” is consuming our political lives. Horizons is committed to continuing to work with those who are actively trying to prevent violence and acts of hate being fueled by a clear political agenda. And we find inspiration and hope from the myriad organizing efforts throughout the country.
The global nature of the authoritarian threat continues to animate our work. Check out, Chief Organizer Maria Stephan’s article in Ha’aretz about pro-democracy protests in Israel and the relationship between Israeli democracy and Palestinian self-determination. As we work to undo the legacies of racism and oppression, we are often facing a history of unresolved trauma—our own, and the histories of those we work with… Incorporating trauma-informed perspectives and general mental health awareness has sprouted up in many different places in an effort to counter narratives that we should ignore or override these feelings… But connecting the dots between social justice work and trauma history doesn’t automatically confer the necessary tools to deal with it.” This article is full of wisdom and resources from many leaders showing that prioritizing mental health while also finding ways to remain in solidarity with each other are not necessarily in opposition.

Anne Applebaum explores the current context in Tennessee from her perspective of reporting on the decade-long democratic decline and rise of one-party rule in Poland and Hungary. “…the cascade of tiny legal and procedural changes designed to create an unlevel playing field, the ruling party’s inexplicable sense of grievance, the displaced moderates with nowhere to go—this [does] seem familiar from other places. So [is] the sense that institutional politics has become performative, somehow separated from real life…Today, Tennessee is a model of one-party rule… Nor will the situation be easy to change, because gerrymandering is something of a blood sport in the state… [And] Getting people to vote is not so easy, either, because Tennessee has some of the nation’s most restrictive voting laws.”

APSA and Protect Democracy partnered to support the APSA Presidential Task Force on Political Parties to synthesize decades of research on political parties and what they do in democracies. Key insights include: (1) the current campaign environment, from campaign finance regulations to changes in media, have made it harder for political parties to fulfill their roles; (2) American political parties are easy to join, opening them to new voices and interests but also leaving them vulnerable to capture by those with authoritarian objectives; (3) Racial realignment between the major parties has been growing for decades, changing the way the parties see the political landscape and their incentives for action; and (4) political parties are vital to modern democracy and reform efforts should take their essential roles seriously.

The Global Far-Right Authoritarian Alliance Threatening US Democracy – And How to Weaken It

Hungarian Prime Minister Victor Orban sparked widespread outrage a year ago with a speech to members of the Hungarian minority in Romania in which he said Europeans should “not want to become peoples of mixed-race.” Days later, he spoke at the Conservative Political Action Conference (CPAC) in Dallas. The defiant leader denounced gay marriage and immigration, receiving raucous standing ovations from the room of US Republicans.
The CPAC gathering illustrates a troubling global trend. Namely, authoritarian leaders around the world are cooperating and learning from one another, with the apparent aim of consolidating their grip on power and enriching themselves and their allies. Working through networks of security actors, propagandists, and kleptocratic financiers, autocratic leaders are bolstering one another while subverting democratic norms and institutions at home and abroad. It’s a transnational network that award-winning journalist and historian Anne Applebaum, a traditional conservative who has become highly critical of the GOP’s far-right tilt, calls Autocracy, Inc.
While this global autocratic alliance includes members from across the political and ideological spectrum, such as China’s Xi Jinping, Russia’s Vladimir Putin, Venezuela’s Nicolas Maduro, and Nicaragua’s Daniel Ortega, it’s the far-right ties that are having the most corrosive effects on U.S. democracy. The alliance among far-right autocratic leaders, including influential members of the GOP, has emerged as a significant threat to U.S. democracy, one that has only expanded since Donald Trump’s presidency. These leaders’ actions often reflect what’s frequently referred to as the authoritarian playbook: politicizing independent institutions, spreading disinformation, aggrandizing executive power when it is in their interest, quashing dissent, marginalizing vulnerable communities, corrupting elections, and stoking violence. The effect is to undermine democratic institutions such that meaningful political opposition becomes more and more difficult, and to use state power to exert control over historically excluded groups.
This far-right autocratic network is extensive, but it is by no means invincible. Past struggles against authoritarianism show that even the autocrats who seem most powerful are vulnerable to strategic, organized nonviolent action against them. Thus, the strongest way to weaken Autocracy, Inc. is by expanding learning and collaboration among pro-democracy organizations and individuals inside the United States and in other countries.
History of Far-Right Collaboration
Close cooperation between far-right leaders is not new. Perhaps the most infamous example involves the collaboration between the antisemitic America First Committee, which included 20 members of Congress, and Nazi party officials in Germany during the 1930s and early ‘40s. Working alongside the America First Committee, the far-right movement in the United States at that time included radio propagandists, prominent religious leaders, and even Hollywood studios. German Nazi officials, for their part, took inspiration from the U.S. system of Jim Crow racial apartheid.
During the Cold War, the United States famously backed right-wing dictators like Augusto Pinochet in Chile and Ferdinand Marcos of the Philippines with military and intelligence support, until both leaders were removed from power following mass popular uprisings. Of course, this was happening in a Cold War context where communist dictatorships, like the Soviet Union, were similarly conspiring across borders to suppress fundamental rights and freedoms. Since the end of the Cold War, however, right-wing autocratic alliances have taken more subtle forms. Their actions now rely less on military coups and tanks in the streets – though there are still too many of those, too — and more on the gradual evisceration of democratic norms and institutions by democratically elected leaders skilled in the art of divide-and-rule.
The alliance of far-right “elected autocrats” is the most prevalent and problematic today. The GOP and its MAGA faction have become particularly close with Orban, Hungary’s elected leader who originally came to power through democratic means, but has subtly eroded institutional checks on his power, such as the courts, electoral bodies, and the free press, while scapegoating and stripping rights away from historically excluded groups including the Roma, immigrants, and the LGBTQ community. Many of Orban’s anti-democratic moves have technically been legal since he has simply changed laws and the Constitution to weaken the opposition and tighten his grip on power. The European Union, meanwhile, has struggled to come up with ways to counter the anti-democratic slide in Hungary and neighboring Poland, making it easier for both countries to push the envelope of what’s tolerated without facing meaningful consequences.
Across the Atlantic, former Fox News host and far-right propagandist Tucker Carlson has lionized Orban, praising his brand of culture war conservatism. Carlson hosted his show in Budapest, Hungary, two years ago while producing a documentary about Orban entitled “Hungary vs. Soros: Fight for Civilization.” Attacks on George Soros, a wealthy philanthropist who supports human rights defenders around the world, have become an established part of the far-right authoritarian playbook with antisemitic overtones. Addressing the CPAC conference in Dallas last year, Orban referred to a “clash of civilizations” between liberals and conservatives and called for greater conservative coordination across the Atlantic to “take power back.” The day before the CPAC conference, Orban met with Trump and expressed his hope that Trump would be president again.
Far-right leaders commonly appeal to traditional “family values” to mobilize fear and resentment toward those who they consider to be outside their own traditional conservative norms. The LGBTQ community is often in their crosshairs. Orban’s anti-LGBTQ legislation inspired Florida Governor and presidential candidate Ron DeSantis’ “Don’t Say Gay” bill, and there are ties between the DeSantis and Orban administrations. The president of Hungary, Katalin Novak, a close ally of Orban, has met with DeSantis and a Hungarian-born top donor. Leading conservative thinkers like Rod Dreher are based in Hungary and have actively connected Hungarian leaders to U.S. leaders.
The normalization of political violence, and the lies and hate-filled rhetoric that fuel it, is a particularly worrisome element of the far-right autocratic alliance. The relationship between the U.S. far-right and Brazil’s far-right former president, Jair Bolsonaro, has included efforts to violently overturn free and fair elections. On Jan. 8, 2023, in a scene eerily like the January 6th, 2021, assault on the U.S. Capitol, Bolsonaro supporters violently attacked government buildings and police, and called on the military to launch a coup. Rioters claimed that opposition leader Lula da Silva had stolen the presidential election. Bolsonaro, like Trump, had spent months predicting mass fraud and then refused to concede defeat after losing.
The spinning of shared narratives across borders has strengthened far-right authoritarians’ grip on power while fueling a global ecosystem of disinformation. Former Trump advisor Steve Bannon, whose right-wing “War Room” podcast drives much of MAGA messaging, declared that the Brazilian election “was stolen” and later referred to the rioters as “Brazilian freedom fighters.” Carlson similarly supported Bolsonaro’s claims of voter fraud on his Fox News show. In the lead-up to the election, Bolsonaro’s son, Eduardo Bolsonaro, met with MAGA leaders, including Bannon and corporate backer Mike Lindell (the “My Pillow” guy), to discuss the possibility of mass fraud in the Brazilian elections. Researchers at the University of South Florida found that the most extensive social media amplification of the Jan. 8 Brazilian insurrection and attempted coup occurred in the United States, Russia, and Brazil, with the top account listed in Orlando, Florida.
Misogyny and the weaponization of male grievance, which often includes support for policies and practices that seek to expand state control over women’s bodies, is another key element of the far-right transnational alliance. These are core elements of “The Movement,” a loose grouping of nationalist and populist forces in Europe, Asia, and Latin America founded in 2017 by Belgian right-wing politician Mischael Modrikmen that includes Steve Bannon. The real extent of Bannon’s influence in Europe is questionable, and his efforts to mobilize conservative Catholics and build an “academy for the Judeo-Christian West” in Rome have faltered. However, Bannon’s efforts to recruit “incels” (an abbreviation of “involuntarily celibate” describing men frustrated by a lack of sexual experience who blame – and lash out at — women for their situation) and his and the MAGA faction’s close association with white supremacist groups, continues to pose a significant threat to U.S. democracy.
Countering the Right-Wing Autocratic Alliance
Given the far-right’s common strategies and collusion, democracy advocates must step up their own transnational learning and solidarity. Investing in peer learning and training that draws on experiences in other countries has been shown to be one of the most effective ways to support pro-democracy movements. Learning about strategies and tactics for countering far-right disinformation and propaganda, while building movements that draw on diverse social foundations, would help democrats across borders develop their own playbook. That means joining forces (non-violently) to understand what is working where and supporting each other’s narrative, organizational, and tactical infrastructure in the same way that authoritarians do.
Efforts to operationalize democratic solidarity should include U.S. and international activists and organizers, along with faith leaders, captains of business, union leaders, veterans’ groups, journalists, and entertainers. Their skills and capabilities are necessary to counter the most dangerous aspects of a global authoritarian alliance while building inclusive democratic futures. These key pillars provide the social, political, economic, financial, and moral support that authoritarian leaders need to consolidate and expand their power. In the United States, although companies like Disney and Bud Lite have recently faced far-right blowback for the positions they have taken, like opposing anti-LGBTQ legislation, the business community played a key role in ensuring a democratic transition after the 2020 election. Organizations like Check My Ads, which targets digital advertising companies that are promoting hate speech and disinformation, use lessons from successful campaigns such as “Sleeping Giants,” to cut off a key source of authoritarian power.
Organizations like the Horizons Project, where I work, as well as the pro-democracy group Keseb, the Social & Economic Justice Leaders Project, and United Vision for Idaho are creating opportunities and initiatives for democracy advocates in the United States and from other countries experiencing democratic backsliding to learn from each other about effective narratives, strategies, and tactics. That includes Keseb’s Democracy Fellowship, UVI’s national training hub, and Horizons’ efforts to support a multi-disciplinary cohort of trainers and facilitators from across the United States and globally who are sharing skills, tools, and approaches for countering authoritarianism and strengthening democracy.
Next month, another civic group, the 22nd Century Initiative, is hosting a major public conference in Minneapolis focused on countering authoritarianism and strengthening democracy, which will bring together hundreds of organizers, bridgebuilders, and democracy advocates to meet, build relationships, and organize. Networks of creatives and social change leaders, such as the Impact Guild and Color of Change, and faith-based groups like Sojourners, Faith in Action, Faith for Black Lives, the Kairos Center, and NETWORK are similarly drawing on international insights and networks to inform their work to counter racism and strengthen democracy.
At a time when global authoritarianism and a well-resourced “Autocracy Inc.” is expanding its reach, and in a context where U.S. states have become laboratories of democratic backsliding, it is imperative to double down on efforts to strengthen democratic solidarity within the United States and across international borders. That means sharing analyses and resources, and investing in mentoring relationships between pro-democracy trainers and facilitators in the United States and those in other countries. And it means creating opportunities for organizers and bridgebuilders to learn from each other about effective strategies and tactics to resist autocracy while building inclusive democracies.

Horizons appreciates the opportunity to learn from across regional contexts and supports deep understanding of how the authoritarian playbook is used to fuel divisions and toxic othering. In “America Needs a Cross-National Approach to Counter Authoritarianism” Yordanos Eyoel provides an overview of the newly released report, “Defending and Strengthening Diverse Democracies” that offers lessons from Brazil, India, South Africa, and the United States. The Institute For Integrated Transitions also published as a part of their global polarization program: First Principles: The Need for Greater Consensus on the Fundamentals of Polarisation. Aditi Juneja makes The Case for Expanding the Landscape of Democracy Work; and People’s Action Institute highlights the need for an organizing revival, in their recent report: The Antidote to Authoritarianism.

Why Voters Who Value Democracy Participate in Democratic Backsliding

“Around the world, citizens are voting away the democracies they claim to cherish.” This article summarizes research that shows this behaviour is driven in part by the belief that our opponents will undermine democracy first. The study finds that US partisans are willing to subvert democratic norms to the extent that they believe opposing partisans are willing to do the same. When partisans were exposed to the fact that their opponents are more committed to democratic norms than they thought – they became more committed to upholding democratic norms themselves and less willing to vote for candidates who break these norms. “These findings suggest that aspiring autocrats may instigate democratic backsliding by accusing their opponents of subverting democracy and that we can foster democratic stability by informing partisans about the other side’s commitment to democracy.”

Why should veterans and military families care about authoritarianism?
American democracy is in a moment of crisis. Long-standing authoritarian trends and practices by a dedicated segment of our political class are undermining shared agreement on the rules of the political game, curbing constitutional rights and freedoms, excluding minority groups from political representation, and using disinformation and violence to suppress opposition. A growing segment of anti-democratic extremists have taken one of our political parties hostage, sidelining principled and patriotic pro-democracy leaders, in an attempt to advance a white Christian nationalist agenda.
Veterans are uniquely positioned to help stem this authoritarian threat. Upon entering their military service, veterans swore an oath of office to support and defend the Constitution of the United States against all enemies foreign and domestic. They chose to put their country above all else, and for that, they are venerated in their communities as true patriots and model citizens. Veterans have been on the frontlines of the fight against authoritarianism in the U.S. and around the world throughout our nation’s history. From the beaches of Normandy to the Korean Peninsula to the shore of Kuwait, committed servicemen and women risked their lives to defend freedom and democracy. Today, however, the authoritarian threat is found much closer to home.
Former top military commanders, including Gen. James Mattis, Lt. Gen. H.R. McMaster, and Gen. Mark Milley, among others, have modeled how both veterans and current servicemen and women can uphold their oath and code of ethics by standing against strongman tactics. Yet, as the January 6 insurrection revealed, some of the same characteristics that inspired veterans to serve—including a strong sense of patriotism, duty, and volunteerism for a purpose bigger than themselves—can also drive them down paths of violent extremism and manipulation by dishonorable, undemocratic actors.
Authoritarians seek to leverage Americans’ respect for veterans and current servicemen and women by using them as political pawns and targeting them and their families with anti-democratic misinformation and disinformation. More troublingly, White supremacist and other anti-government violent extremist groups explicitly seek out veterans for recruitment, hoping to use their discipline, skills, and credibility while taking advantage of their struggle to find purpose and community after leaving the military.
Getting veterans and military families directly involved in the struggle for democracy is a potent way to draw on the strong sense of civic duty and the skills and discipline that veterans and those who support them have developed during their military service. It can also provide a powerful avenue for preventing recruitment into violent extremist groups and help assuage the difficulties of the transition to civilian life. Many American veterans who have gotten involved in pro-democracy struggles see their activism both as a direct continuation of the commitments they made through their oath of allegiance, and as a core community through which they are able to find collective purpose in civilian life.
Veterans and military families have a long history on the forefronts of activism to advance American democracy. Today, many organizations are mobilizing veterans and military families for greater civic engagement. Leveling up those engagement efforts and joining forces with the larger pro-democracy ecosystem can be a powerful force for protecting, healing, and revitalizing American democracy.
How can Veterans and Military Families Support Democracy?
- Veterans can leverage the high levels of respect that most Americans have for them to be powerful persuaders for democracy. For example, during the 2020 election statements by retired military flag and general officers demanding that election officials ”Count Every Hero” served as a powerful, nonpartisan counterweight to attempts to undermine the right to vote.
- Veterans can use their discipline, training, and high levels of community cohesion to be powerful mobilizers for democracy, participating in and often leading community organizations and social movements to protect the right to vote and advance the rights of all Americans to fully participate in our democratic process. During the civil rights movement, Black WWII and Korean War veterans like Medgar Evers and Hosea Williams drew on the skills and confidence they gained during their military service to lead key civil rights organizations and often lead the way in the riskiest forms of activism.
- Veterans and military families are in a particularly influential position to build bridges across partisan and identity-based divides. Toxic partisan polarization has extended across almost every major social identity in American life, from geography to hometown to race and ethnicity. Yet veterans and military families span the political spectrum. This makes non-partisan veterans groups one particularly important forum for conversation to break down toxic polarization, build networks across divides, and counter the misinformation and disinformation that authoritarian actors use to undermine American democracy.
- In moments of democratic crisis, veterans can be important influencers to active-duty military, police, and other security forces, drawing on their connections and shared experience to call on people in these institutions to stand up for democracy and not follow illegal or unconstitutional orders. For instance, during the “Orange Revolution” in Ukraine, former air force chief General Volodymyr Antonets built an extensive network of contacts among mid-ranking Ukrainian officers that helped ensure that the Ukrainian military was not used to violently suppress peaceful pro-democracy protesters.
The Horizons Project’s Work
The Horizons Project recognizes the importance of veterans as a force for democracy and is engaging with diverse veteran service and military family organizations to help establish a common framework to understand and combat the authoritarian threat. We also seek to link these organizations more strategically with the pro-democracy civil society ecosystem. We are reaching out to or partnering with organizations such as We the Veterans, Divided We Fall, Veterans for Political Innovation, Common Defense, Armed Services Arts Partnership, Military Veterans in Journalism, The Mission Continues, Veterans for American Ideals, Secure Families Initiative, and National Military Family Association, among others.
- Research and Analysis: As part of its larger pillars of support project, Horizons is examining how veterans have helped protect democracy both in the US and other countries during democratic backsliding, and the most effective ways for veterans to leverage their unique position to do so. We will work with veteran and military family groups to share the results of this research and explore practical tools and ideas for how veteran service and military family organizations can mobilize their respective constituencies to pro-actively protect democracy from the current authoritarian threat. Horizons will produce short, action-focused publications and, together with partners, hold a series of salons on Veterans and Democracy.
- Relationship-Building: Research shows that protecting and restoring American democracy will require united effort across a wide range of sectors. Horizons is building connective tissue among veteran and military family groups, as well as other key nodes in the pro-democracy ecosystem to strategize how efforts to protect democracy can be most effectively coordinated at the state level and nationally. We will organize both formal events and informal conversations between veteran service and military family organizations, grassroots organizers, and others in the pro-democracy space to help build the foundations for united action to protect democracy as we move towards the 2024 election and beyond.

Why should business leaders care about authoritarianism?
There is a long-standing recognition among many American business leaders that fostering a democratic political environment is in the interest of American businesses. The research is clear: Democracy is good for business. Populism, polarization, and rising authoritarianism undermine a free market economy, punitively and inefficiently politicize tax and regulatory policy, and create significant political risk. While supporting political leaders who undermine democracy may yield short-term benefits, it does not provide the foundation for stable business growth. Multi-national companies have well-developed responsible business principles and best practices for engaging foreign governments and civic groups in fragile democracies, but the sector is just recently turning needed attention to the alarming rate of democratic decline in the US.
Beyond the general advantages of fostering democracy, individual companies have much to gain from leading in pro-democracy work. In a survey of 3,000 Americans, 76% said they would prefer to work at companies that promote democracy, and 81% said they were more likely to recommend those companies’ products.
Thus far, much of the work to promote democracy by businesses has been limited to areas such as get-out-the-vote programs, civic engagement partnerships or depolarization initiatives, all important efforts, but with limited impact given the problem’s scale. As a resurgent debate about the role of business in society becomes increasingly politicized, especially around issues of ESG and DEI, there is a dedicated authoritarian faction deploying tried and true tactics to divide the country while undermining core democratic institutions. This dynamic has opened criticisms of the “politicization of business” and calls for corporate restraint in politics. There is an urgent need, however, for corporations and business leaders to distinguish between normal politics and attempts to roll back democracy. Partnering with others to take courageous stands in the face of these anti-democratic forces is critical, requiring better alignment and coordination with the diverse, trans-partisan pro-democracy civil society ecosystem in the US.
How can business leaders support the pro-democracy ecosystem?
- Business leaders can be powerful persuaders for democracy through making public statements condemning anti-democratic practices and upholding the rule of law. Such statements are particularly powerful when made in concert with social movement leaders and other “unlikely allies.” For example, the US Chamber of Commerce joint statement with the AFL-CIO on the day of the 2020 election sent a powerful signal that American society was united in its demand for a free and fair election, and a statement by over 70 Black executives condemning a 2021 Georgia law restricting voting rights helped show corporate America’s support for democratic rights.
- Statements can send powerful signals but are typically insufficient when not backed up by concrete action. Beyond statements, business leaders can refuse to cooperate with authoritarian practices, cutting off their normal patterns of interaction with political leaders and organizations that undermine democracy to continue. For instance, after the January 6th insurrection, nearly 150 companies ended their campaign contributions to the members of Congress who refused to certify the 2020 election.
- Businesses can also provide material support for key activities by social movements and civil society organizations working directly to advance democracy. Charitable donations are just one piece in a much larger tactical repertoire, and often not the most effective piece. Businesses also have deep resources of technical expertise, insider knowledge, and human capital that can be leveraged to support pro-democracy work. Several American companies have provided their employees with paid time off to vote, protest, or dedicate time and resources to pro-democracy actions.
- Business leaders can play a key role in bridgebuilding and negotiation. Business leaders can leverage their relationships to political elites to advocate for democracy in private, and, when appropriate, act as trusted intermediaries between movements and government leaders. For instance, during the Greensboro, North Carolina lunch counter sit-ins in the civil rights movement executives from the Burlington Fabrics company organized a committee of civic leaders that, through their negotiations with lunch counter business owners, helped give greater legitimacy to the Black student-led sit-ins and facilitated Greensboro’s desegregation.
The Horizons Project’s Work
The Horizons Project recognizes the importance of the business community as a force for democracy and is engaging with many diverse business leaders and coalitions to help establish a common framework to understand and combat the authoritarian threat; and link the corporate sector more strategically with the pro-democracy civil society ecosystem. We are reaching out to or partnering with organizations such as the Civic Alliance, Leadership Now, the Erb Institute at the University of Michigan, the Interfaith Center on Corporate Responsibility, Business for America, the American Sustainable Business Network’s Business for Democracy working group, the Business Roundtable, and the Ethical Capitalism Group.
- Research and Analysis: As part of its larger pillars of support project, Horizons is examining how businesses have helped protect democracy both in the US and in other countries during democratic backsliding, and the most effective ways for businesses to leverage their unique position to do so. We will be working with business leaders to share the results of this research, providing practical tools and ideas to help shift priorities and collective action to pro-actively protect democracy from the current authoritarian threat. Horizons will be producing short, action-focused publications and, together with partners, hold a series of salons on Business and Democracy in 2023.
- Relationship-Building: Research shows that business efforts to promote social good are most effective when done in concert with social movements, and that protecting and restoring American democracy will require united effort across a wide range of sectors. Horizons is building connective tissue between business leaders and other key nodes in the pro-democracy ecosystem to strategize how efforts at protecting democracy can be most effectively coordinated both at the state level and nationally. We plan to organize both formal events and informal conversations between business leaders, grassroots organizers, and others in the pro-democracy space to help build the foundations for united action to protect democracy as we move towards the 2024 election and beyond.
Dr. Martin Luther King Jr.’s Multiple Lanes to Multiracial Democracy

King understood that no single approach would be sufficient to combat the interconnected evils of racism, economic exploitation and militarism.
On the heels of the second anniversary of the Jan. 6 assault on U.S. democracy and an eerily similar attack in Brazil, we celebrate the life and legacy of Martin Luther King Jr., who helped lead the greatest pro-democracy movement in U.S. history, otherwise known as the civil rights movement. He understood that no single approach would be sufficient to combat the interconnected evils of racism, economic exploitation and militarism.
“Anyone who starts out with the conviction that the road to racial justice is only one lane wide will inevitably create a traffic jam and make the journey infinitely longer,” he wrote in “Stride Towards Freedom,” his book about the Montgomery bus boycott, one of the best organized and most successful campaigns of the civil rights movement.
King believed in the power of listening and dialogue to humanize, educate, persuade and build alliances across differences. At the same time, he understood that only by shifting power dynamics and raising the costs of violent extremism and institutional racism — through petitions, boycotts, walk-outs, sit-ins, strikes and countless other forms of protest and noncooperation — would harmful practices come to an end. Working for change within institutions like courts and legislatures required mobilizing pressure and changing incentives from outside those institutions.
Multiple approaches were necessary to educate people about the injustices of Jim Crow segregation, to raise the social, political and economic costs of maintaining the status quo, and to build the broad-based coalitions needed to change laws and policies. At the time, King’s embrace of boycotts, strikes and other forms of nonviolent direct action to challenge segregation policies in the South was criticized by white clergy and others, who insisted that he reject confrontational tactics in favor of dialogue. For King, both approaches were necessary. As he wrote in the Letter from a Birmingham Jail: “Nonviolent direct action seeks to create such a crisis and foster such a tension that a community which has constantly refused to negotiate is forced to confront the issue. It seeks so to dramatize the issue that it can no longer be ignored.”
King’s strategic insights remain relevant today. Whereas Jim Crow was a single-party authoritarian system anchored in the Democratic Party and bolstered by churches, courts, media, the Ku Klux Klan and other institutions, today’s authoritarian ecosystem has evolved. Now the Republican Party has been captured by an extremist faction that embraces lies, conspiracies and violence — culminating in a violent attempt to overthrow the government. That party now holds the reins of power in 27 states (covering 53 percent of the population) and one body of Congress.
Meanwhile, Evangelical and Catholic churches and leaders have provided moral and material scaffolding for MAGA extremism; corporations and financiers have funded it; media outlets have amplified lies and conspiracies; and veterans’ groups infiltrated by white nationalists have filled the ranks of the Proud Boys, Oath Keepers and QAnon. Dismantling this interconnected web of support for authoritarianism in the U.S., in turn, requires a systemic response involving many diverse actors employing different strategies and approaches.
There is no time for despair. Today, like earlier, multiple approaches are needed to combat racism and white nationalism and to build a multiracial democracy grounded in love and justice. Those approaches include dialogue and direct action, inside and outside strategies, working within and across groups and movements to build alignment around the rejection of conspiracies, political violence and election subversion — and around a reimagining of U.S. democracy grounded in abundance, courage and universal flourishing.
Many organizations across the country are experimenting with different approaches to bringing various constituencies into a pro-democracy movement — not based on party identity but grounded in a shared willingness to build stronger communities free from violence and extremism. There are plenty of onramps to pro-democracy work if we are open enough to welcome in a broad cross-section of actors.
People’s Action, Showing Up for Racial Justice, United Vision for Idaho, the Rural Digital Youth Resiliency Project, and RuralOrganizing.org are pioneering ways to organize across race and class, particularly in rural areas. The One America Movement, Sojourners, NETWORK, and the Georgetown Initiative on Catholic Social Thought and Public Life and Faith for Black Lives are leading engagement strategies with Christian communities. The Secure Families Initiative and the Mission Continues are doing important work with veterans, while the Western States Center is conducting critical analysis and organizing to counter white supremacist violence. Leadership Now, Civic Alliance and local organizations like the Wisconsin Business Leaders for Democracy are galvanizing the business community around democratic norms and practices.
Alongside this important engagement work, other groups are turning to the courts and other forms of pressure to raise the costs of anti-democratic behaviors. Groups like Protect Democracy and the Brennan Center, for example, have helped prepare hundreds of legal cases to hold individuals responsible for spreading dangerous conspiracies and violence accountable in the courts.
Making political violence and anti-democratic behaviors backfire requires building the capacities to go on the offense with our movements, something this paper helpfully describes. Finding the levers of influence to make it more costly for politicians and other actors to engage in anti-democratic behaviors takes solid analyses of where their social, political, spiritual and financial support comes from. And, in turn, linking that analysis to campaigns that target those sources of power with tactics of pressure and engagement.
During the civil rights movement, the Montgomery bus boycott and the Nashville lunch counter sit-ins were excellent examples of campaigns that linked economic analysis (of revenue streams for white-owned businesses upholding segregation) to campaigns that relied on tactics of non-cooperation. Both campaigns involved significant training and preparation, including (how to respond to anticipated violence and harassment) and building parallel institutions like Black-run car pools. (The Nashville segment of the documentary film “A Force More Powerful” highlights some of this preparation.) During the campaigns, intense negotiations were happening between civil rights leaders, politicians and business owners until shifting power dynamics made negotiated agreements possible.
During King’s time there was an acknowledgement of how difficult this work is and how much investment in relationships, skills-building and planning was required to dismantle a Jim Crow authoritarian system built on racism and violence. Important victories like the 1964 Civil Rights Act and the 1965 Voting Rights Act were the result of multi-faceted strategies that involved diverse actors doing many different things. The significance of intra-movement trainings to building the size and effectiveness of the civil rights movement, which were led by Rev. James Lawson, C.T. Vivian, Diane Nash, Bernard Lafayette and others, cannot be overstated.
Today, the challenges are no less significant or complex. While the Jan. 6 insurrection may have failed in the short term, and some election deniers may have been defeated during the midterms, U.S. democracy continues to face deep existential threats. Everyone has a role to play in stopping the slide into political violence and extremism, and in strengthening democratic culture and institutions.
There is a lane for everyone: Those skilled in educating the public about the risks we face (such as the creators of this new graphic novel about Jan. 6); those who are engaging courageous conservatives (like Country First and Millions of Conversations); those conducting important analyses (like the Bridging Divides Initiative and Political Research Associates); those experimenting with different forms of dialogue (like Urban Rural Action and the Village Square); those who are organizing within and between communities and movements (like the Poor People’s Campaign, the Women’s March, the Social & Economic Justice Leaders Project and the 22nd Century Initiative); those who are leading trainings in organizing, nonviolence and conflict resolution (like Training for Change, 350.org, Beautiful Trouble, the International Center on Nonviolent Conflict, Pace e Bene, East Point Peace Academy and Nonviolent Peaceforce); and groups that are leading local and national experiments in racial justice and healing as part of the national Truth, Racial Healing, and Transformation Movement.
Strengthening our collective muscle to both resist the interconnected injustices that King described and to build a democracy grounded in love and justice requires being able to “see” one another, with our different skills, relationships and levers, as core elements of a shared pro-democracy ecosystem — in the U.S. and globally. That takes recognizing that resurgent authoritarianism, misogyny and white nationalism have deep transnational roots and can only be transformed through global solidarity. May we continue to embrace King’s powerful advice that we pursue multiple, connected lanes in order to achieve racial justice and multiracial democracy.

Is America Still on the Path to Authoritarianism?

Screenshots of every foolish word you have ever said online can be circulated in perpetuity. And our politics is filled with vitriol. In our cultural moment a conciliatory, forgiving voice is nowhere to be heard. Calls for forgiveness and reconciliation sound like both-sidesism, a mealy-mouthed lack of principle and courage.”

How to rise above partisan politics to uphold our democracy
Recent polls have revealed that “threats to democracy” are a top priority for many of us living in the United States. On the one hand, this is good news. Acknowledging the dangerous path we are on will hopefully galvanize more people to get involved in our shared civic life. The bad news is that Americans have wildly divergent understandings of where the threats to democracy are coming from, who is responsible and the solutions needed.
Democracy has become a partisan issue, more and more politicized in today’s toxically polarized environment. While it is a foundational ideal and the system of government on which our country was supposedly based, the loud cries to “protect democracy” are increasingly divisive and seen as weaponized for political gain.
For example, Biden gave a prime-time “democracy in crisis” speech that has received critiques for being overly divisive. By squarely naming the “MAGA faction” as the biggest threat to democracy, the argument is that the president missed the opportunity to separate the specific anti-democratic behaviors of political leaders (and the systemic actors that support them) from the broad mix of everyday citizens who may have voted for former President Donald Trump. They may be left wondering where they fit in the democratic future Biden says he wants to build.
MAGA Republican politicians on the other hand have made very clear who does not belong in their vision of America by enflaming racial grievances and stoking fear of LGBTQ populations to dangerous effect.
As we celebrate the International Day of Democracy on Sept. 15, how can we better establish a shared national project to uphold and reshape our democracy that rises above any one political party? How do we mobilize citizens as partisans for democracy? Inviting our fellow Americans to sit on the same side of the table — confronting together this shared problem of democratic decline — will require all of us to re-evaluate the ways we define our most pressing priorities; who and how we engage across differences; and, what we demand from our elected leaders and institutions. Below are seven considerations for how we may come together as partisans for democracy.
1. Look beyond electoral politics. As the mid-term elections are fast approaching, many Democrats are gripped with mobilizing and expanding their base, and some Republicans are organizing to ensure that “anti-democratic” candidates within their party are not voted into office. This is crucial work because elections do indeed have consequences; however, partisanship for democracy cannot mean that only liberals or progressives will win elections.
As scholars of democracy from around the world have long shown, a pluralistic, inclusive democracy requires more than one functioning political party. We need leaders on both sides of the aisle who are committed to accountability and decision-making processes that are fair and transparent, allowing for ideological diversity and debate. Democracy entails much more than elections or voting, even as those essential institutions are currently being attacked and dismantled in many states.
How we engage in our electoral politics right now with a long-term vision of a healthy democracy that allows for ideological diversity is just as important as the outcome of any one election. The Republican party must be reformed from the inside. So, the way that current MAGA supporters are called into that work is key. We need all Americans to see themselves in a shared future where our system of government works for all, and everyone is free to advocate for the issues and policies they care about most.
2. Define “anti-democratic” behavior beyond partisan identities. “Democracy” is seen as an amorphous concept for many Americans distinct from their daily realities — and yet, “saving democracy” is also being deployed as a rallying cry by each political party and their donors and media ecosystems. Our partisan identities increasingly supersede other identities, hardened by those actively stoking division and fear of our fellow Americans. If we feel truly threatened (both in perception or reality) by our political opponents, how can we co-create a pluralistic and inclusive future where all people thrive?
Partisans for democracy therefore must take extra care not to further entrench political identities, instead naming the specific anti-democratic behaviors and systems that have dangerous consequences for our nation. We can do this without blanket statements and toxic othering of whole groups of people.
For example, all the Republican lawyers, judges, staffers and long-time partisan operatives who decided to testify publicly before the House Jan. 6 committee, spoke to their personal experiences of when they felt democratic norms and laws were being crossed. In addition, many Democrats in Congress vehemently opposed the campaign arm of the DNCC for financing ads in support of more extremist Republicans in recent state primaries in order to run against less favorable opponents in the upcoming mid-terms.
3. Bridge the understanding of “anti-democratic” behavior to mobilize against it. The majority of Americans think of themselves as good people, or are dealing with trauma and the impact of isolation and lack of belonging. Bridging work is necessary to find that sense of belonging to each other again, with the goal of mobilizing to co-create the country we want for our future. There is an urgent need, therefore, to jointly define what we all consider anti-democratic behavior that we must then agree to apply across the board to all our leaders no matter their political affiliation, distinguishing democratic norm-breaking from policy solutions.
The words we use matter and can trigger political identities and backlash, and we often get stuck in a loop of what-aboutism and both-sideism in our quest to find “common ground.” However, partisanship for democracy calls us to find ways to have hard conversations that address real threats we jointly face: Political violence and intimidation have no place in a democracy and those spurring violence with their rhetoric should not hold political office. No one is above the rule of law, and we must hold our leaders accountable if laws are broken or changed to rig the system.
All citizens should have easy access to voting and have their votes counted. Citizens have a right to organize, to freedom of speech and to all other internationally recognized human rights. All of us should expect our government leaders to focus on solving real problems that respond to our urgent needs as a society, instead of distracting us with cultural wedge issues and stoking fear and grievance.
Amplification of the “big lie” narrative that the 2020 election was stolen and that the Jan. 6 attack on the Capitol was necessary to defend democracy are a clear and present danger to the country. Being a partisan for democracy calls all of us to find ways to speak truth, to jointly take courageous stands; and yet, do so in ways that calls in the biggest number of our fellow Americans to join in this urgent endeavor.
4. Calling out toxic othering. Partisanship for democracy will require all of us to refrain from dehumanizing language, and we must actively call out our colleagues and political leaders who fuel toxic “othering” if we are going to rebuild our democracy. The MAGA faction within the Republican party has been successful in stoking fears with great message discipline, using labels for their political opponents like “communists,” “groomers,” “terrorists” or “Antifa.” The constant reinforcement within MAGA echo-chambers of the great replacement conspiracy theory furthers racial resentment. Democratic leaders have also engaged in toxic othering language and tactics, such as equating a vote for Trump with being a racist or homophobe.
5. Now is not the time for neutrality. There are too many overlapping existential crises facing humanity for our democratic system of government to fail us; and in fact, these crises should and could be a force for bringing us together. The United States has a long history of movements coming together to face hard challenges and we can do it again. To find common cause with our fellow Americans, however, does not require being “neutral” as we bridge across divides, when core values and injustices are at stake. Rather, we must stand united against those specific anti-democratic behaviors and unjust systems.
Calls for “bringing down the heat” in society does a disservice to the seriousness of the threats we face. It also misses an opportunity to use this moment of high societal conflict to propel us forward, which George Lakey describes as “good polarization.” Yet, our mobilizing tactics and organizing strategies must always center the inherent worth and dignity of all human beings if we want to achieve long-term societal healing.
6. Partisanship for democracy versus bipartisanship. Many pro-democracy efforts prioritize bringing representatives of the two political parties together to form bipartisan alliances to address specific reforms. The Our Common Purpose Report released by the American Academy for Arts and Sciences for example includes 31 recommendations that were carefully crafted with bipartisan input, many of which take a long-term view towards renewing a culture of citizenship and institutional responsiveness and accountability. All of this work is necessary and worthy of attention.
And yet, to maintain their bipartisan inclusivity, many of these coalitions often shy away from some of the most divisive and difficult issues, such as confronting the “big lie,” the outrageous independent state legislature theory, or engaging with racial truth, healing and transformation processes. In particular, we cannot achieve democratic renewal in the United States without addressing the historic and current nature of systemic racial injustice. Just because this has become such an effective wedge issue for many within the MAGA faction doesn’t mean that partisans for democracy shouldn’t be courageous and insist that we attach our national conversation about race to the conversation about democracy. This is an opportunity, as Heather McGhee has so eloquently written in “The Sum of Us,” to address the ways that systemic racism hurts everyone in the country.
7. A cross-ideological democracy movement is both necessary and possible. Many on the progressive left have treated “saving democracy” as a solely left-wing issue. Yet, there are many conservatives organizing pro-democracy efforts that need to be better linked to progressive democracy movements. Robert Kagan has called for a “national unity coalition,” Christine Todd Whitman is advocating for a “common sense coalition,” and Rep. Adam Kinzinger is building a “country first” movement. Multi-sector platforms are establishing concrete targets to measure progress, such as the Partnership for American Democracy. Additionally, there are many issue-area coalitions like Issue One, focused on protecting poll workers, and grassroots organizing platforms such as People’s Action (and many, many others.)
Whatever this broad democracy movement is called, a unified front must come together that cuts across partisan, ideological, race, class, geographic and other divisions. Many segments of society are feeling the immediate threats of our democratic decline in different ways; and, pro-democracy initiatives are coming to this work from various vantage points, focusing on either short-term or long-term priorities to bring about societal change.
All of the work is essential and potentially reinforcing, and yet coming (and staying) together as a front won’t be easy. Building the connective tissue between and amongst these different democracy efforts, centering the problem not so much on our polarization but our fragmentation will help in achieving a renewed and mobilized group of partisans for democracy.
